Livermore continues to push for the creation of a new foundation that will continue to provide Livermore new neighborhoods, along with an increase of commercial opportunities within Livermore. Livermore continues to move forward with the Isabel Neighborhood Specific Plan (INSP) which will create three major residential developments, located on Triad East, North Canyon Parkway, and Portola Avenue. These three major developments will provide approximately 900 new housing units for families out of the 4,095 housing units planned in the future. All these projects aim to provide affordable housing units and enhancement to overall infrastructure, with all these developments being concentrated around Livermore Valley Link Rail aiming to increase more transport availability, especially for workers transiting to other cities to work.

Triad East, which is located on North Canyons Parkway, proposed by DeNova Homes, and accepted on May 22, 2023 by the Livermore City Council. DeNova Homes are a respected Home Building Company who have been in business since 1989 and have been responsible for projects within the Bay Area. DeNova plans to create 172 housing units for sale, consisting of 58 three-story houses and 114 garden flats, accompanied with a quarter acre being reserved for a private park. This plan by DeNova Homes hope to create a “Pedestrian Friendly” community, allowing for easy access for walking and creating nice scenery to create an enjoyable communal residential area.

Construction on Portola Avenue and part of Collier Canyon Road is being constructed by Shea Homes which has gained attention for development in May of 2024.This community construction which has been titled as Serenity. Plans have been made to create 299 housing units, which include 89 condominiums, along with 210 rental units, with 60 of them being set as affordable housing, with all this taking 13 acres to build. Shea Homes also intends on emphasizing sustainability by including vast amounts of electric construction, installing solar rooftops. This community will also include sorts of amenities that residents will enjoy, with integrated biking and hiking trails for those who wish to do outdoor activities, as well as a nearby park.

Finally, North of I-580 towards the direction of Las Positas Community College, construction is underway for the creation of Isabel Crossing with its approval being in July 24 and managed by the Harridge Development Group who have been responsible for urban development within California since 1990. There are plans to create approximately 1,300 housing units, both for rent and for sale consisting of studios and townhomes. Along with the abundance of residential areas there will be an abundance of space for public activities, with parks, plazas, art installations, complemented by tree lined streets to bring in a very open and welcoming space. Isabel Crossing will also allow a creation of a Main Street for commercial spaces in the area which will have restaurants, cafes, and other local businesses to open. Solar panels will be installed on homes, along with electric appliances, and even EV charging stations.
Livermore will continue to invest in the growth of its plans focusing on more transit availability, sustainability, and overall infrastructure redevelopment which reflects on the long term vision for a much stronger community, providing more opportunities for the coming future. Isabel Neighborhood Specific Plan aims to bring higher quality of life for all those who wish to reside in Livermore.
