Keith was born on July 8, 1961 in Clinton Oklahoma to his mother Carolyn Joan, and his father Hubert K. Covel Jr. He also had an adopted brother and younger sister. His family lived in Fort Smith, Arkansas for a couple of years while Toby attended grade school, but then moved to Moore Oklahoma while he was still a child.
When Toby was 20 years old, he and his friends formed a band called Easy Money Band. They played at local restaurants and roadhouses while also working in the oil industry.
